Donald W. Upson currently is the principal
partner at ICG Government, a government technology and management
consulting practice specializing in assisting companies and governments in navigating
the $110 billion government technology market.
From 1998 to 2002 Mr. Upson served as Virginia’s
first Secretary of Technology, an office that combined the state’s chief
information officer function with broader responsibilities of economic development,
research and development among Virginia’s research universities, and law and
policy affecting electronic government, Internet, electronic information access
and related issues.
As the first
Secretary of Technology, Mr. Upson oversaw
§
creation of a statutory
Department of Technology to include an intergovernmental Council on Technology
Services which brought together on a regular basis local, state and Federal
technology executives
§
development of the first
comprehensive Internet policy governing Freedom of Information, privacy and
Internet crime
§
formation and execution of the
Governor’s Commission on Information Technology, an 18 month initiative that
brought together recognized public and private sector leaders to address
critical education, R&D, economic development and other policy issues
§
creation of the now-statutory
Virginia Research and Technology Advisory Commission which brings university
R&D directors together with key corporate and Federal R&D
executives.
In addition, Secretary Upson also organized two
major international technology conferences and participated in numerous foreign
and domestic technology conferences on technology, management and economic
development issues. Secretary Epson’s
work served as a model for implementation by many other states and his Internet
policies served as the model for recently enacted Federal law.
Prior to his appointment as Virginia’ s Secretary of Technology, Mr.
Upson was Vice President of Business Development for Litton PRC, a
leading government systems integrator headquartered in
Mr. Upson has been named to Federal Computer Week’s Federal 100,
which honors the top 100 government and industry leaders in the Federal
information technology market, seven times and served as judge for this
prestigious annual awards program for two years.
From 1986 to 1992, Mr. Upson served as the Republican staff director
of the House Government Operations Committee. He directed a staff of 17 and was responsible
for all staff support for the 15 Republican Members of the committee. In this position, Mr. Upson played major
roles in procurement reform initiatives, the Paperwork Reduction Act, the Chief
Financial Officers’ Act, the Inspectors General Act and a host of trade-related
legislation. He also was the principal
Republican staff person responsible for the committee’s comprehensive oversight
of the information technology acquisition process.
From 1982 to 1986, Mr. Upson served as chief of staff to Congressman
Frank Horton and from 1980 to 1982 as Director of Regulatory Affairs for
Colt Industries. He served as Legislative
Assistant to Frank Horton from 1977 to 1980.
Mr. Upson sits or
chairs Government Advisory boards of four publicly traded companies as well as
select conferences on technology and management in government. He has received numerous awards and
recognitions, including an Honorary Doctorate in Humane Letters from
Mr. Upson currently resides in Richmond, Virginia with his daughter
Sarah.
